Designed and constructed by French artistPhilippe Pasqua , the ‘ saur is made up of 350 chrome - molded castanets and stand 12 feet tall , and 21 foot long . As for why it ’s there , the answer seems to be pretty simple : because it ’s awesome , and because contemporary art along the Seine is salutary for getting tourist stoked about ask gravy boat rides .
